Jc penny jewelry? is it cheap or decent quality?

i was just wondering if the jewelry (sterling silver) from jc penny is low quality or not? i planned on buying a necklace that is sterling silver with cubic zirconia for my girlfriend but i just wanted to know about it before i did because there aren't alot of reviews on their site. has anyone shopped with them before?
