What is cubic zirconia?

my husband got my wedding ring from his mom, whom never got married therefor she doesn't have the band for it. I don't like having a simple little dingy ring, so I've been looking for some fairly inexpensive rings. A lot that I've found are 'cubic zirconia' what does that mean? Does it basically mean "cheap"!?
